It is called a citronella plant, mosquito plant, citrosa, pelargonium. It has variegated green and white thick, hairy, meaty leaves that release the citronella scent. There is also a citronella geranium plant that looks nothing like the one I have described. However, it does smell like citronella and also repels mosquitoes which I’m betting is the plant you saw.
