Question is incorrect in that there is no = sign in second equation.
Will assume that it should be
3x + 6y = – 2

3x + 6y =- 2 ……………..(1)
15x + 30y = -10………….(2)
Divide (2) by 5
3x + 6y = – 2…………..(3)
Equations (1) and (3) are the same equation
Hence , no solution. In other words the lines do not intersect
