No. While it certainly resembles him and has been debated for years, the individual in the video who looks like Jamie Foxx is actually Ronnie's uncle, Brooke Payne.
"If It Isn't Love" is a 1988 song by the R&B quintet New Edition and the first single from their fifth studio album, Heart Break. The single peaked at #7 on the Billboard Hot 100 and reached #2 on the Billboard Hot R&B/Hip-Hop chart, ironically being held out of the #1 spot by former bandmate Bobby Brown's single "Don't Be Cruel."
