In the first case,   has higher dipole moment than fluorine and chlorine. , Water has highest dipole moment because there is more electrons of oxygen than hydrogen. than fluorine has the high dipole moment than chlorine because fluorine has high electrongative than chlorine.In the second case, arrangement is done on the basis of electronegativity, Fluorine is the highest electronegative element in the periodic table. Chlorine is the second highest electronegative element, than bromine and than iodine.
