C, when you count the valence electrons you count 18 and when you draw it out it must be a resonance structure. try drawing it with one pair of unbonded electrons and one double bond and see what you get

C, it forms a resonance structure with the oxygens forming 1 double bond and 1 single bond
D, ionized species rearrange the electrons and the two NO bonds would be equivalent.
