I am wondering if he died in prison or shortly after being released. I found this:
STEPHAN C. WHELCHEL
was born on 13 August 1966, received Social Security number 532-90-2627 (indicating Washington), and died on 01 January 2004.

After this date, I find nothing at all with his name.
The Washington Prison Finder shows no one with his last name in the system:

There is a White Pages listing with his name in Moses Lake, but it is uncertain if it is current, and I am not inclined to call and find out. The other residents at that address can be presumed to be his parents, and I would not want to contact them.... Show More
