h2o is a polar molecule, and will readily dissolve nacl (sodium chloride)
ccl4 is your answer. There are already 4 Cl groups, it will not want any more. it will be unreactive.
HF (hydrofluoric acid lol) will gladly exchange ions. A highly polar molecule.
ch3oh, will dissolve it (methanoic acid) because the H at the end will dissociate off, and the na+ will be stuck on where the H used to be.
same with ch3cooh (vinegar)
