You may be able to touch the clouds when they are present as fog on the groundor on a mountain with ” low ” clouds going buy. You may feel the wind moving the clouds, but not the clouds to any significant amount.You may, in your mind, touch the clouds and even feel them or travel along with the clouds.It all depends upon your strength of mind / fantasy.....
