According to sources, you can obtain the Wailmer Pail from the Pretty Petal Flower Shop on Route 104. The flower shop is located just outside the exit of Petalburg Woods, south of Rustboro City.
Inside the flower shop, you need to speak to one of the florists, and she will give you the pail. To catch Sudowoodo at the Battle Frontier, use the pail to make it appear. Remember to save your game before battling so you can retry if you accidentally knock it out.
