For example, my best friend Sam and I can spend hours together just having fun. We sew, decorate, and make bracelets and rings out of various materials we find around the house. He’s my "boy blue."

It could be making a reference to a couple of paintings that are typically displayed together. One is called Blue Boy – a boy dressed in 18 century style fancy clothes that are blue. the other painting is of a young girl dressed in the same style wearing a pink dress – this picture is referred to as Pinky.
Pinky and Boy Blue are typically a matched set and so maybe that’s the comment.
Another possibility is from the nursery rhyme, though it’s hard to see how it fits your quote:
Little Boy Blue, come blow your horn.
The sheep’s in the meadow, the cow’s in the corn.
And where’s the little boy who looks after the sheep?
He’s under the haystack, fast asleep.
