I heard this phrase in a Japanese animation cartoon. What does "nee chan" mean?

When used as a title, oneechan can be used to address one’s own older sister or it can be used to address a young female (older than or ᴘᴇᴇr to yourself) whom you don’t know.
I’m pretty sure neechan literally means "big sister" though. For example, Naruto addresses Shizune as Shizune-neechan even after he gets to know her.

It is the female form of the past participle of the French word naître (to be born) – so "elle est née", means she was born.

For example if you look at a newspaper with people’s names on it and find, say, “Mrs. Alice Brown. (nee jones)” which means that before she was married, her maiden name was Jones.
