What is the best hm slave for Pokemon emerald?

I need a slave that can use rock smash surf strength and flash

Tropius is good for Fly, Strength, Flash, Cut and Rock Smash, but Gyarados can learn Rock Smash, Surf, Waterfall and Strength. Linoone is a good early HM slave, it can learn Strength, Cut, and Surf. I’m not sure if any Pokemon can learn all of those moves, though.... Show More
