What is the ethical issue involving expensive scratch-off tickets?

That many clerks will keep track of winning scratch offs with the expensive tickets and buy projected winners- thus always selling losers. Example:Haseb buys 4 $10 scratch offs with a 1:3 chance of winning thinking he’s bound to win something… but fate fails to smile on him and he loses on all of them. Blinded by anger he goes back in and tells the clerk the three he bought were losers then leaves the store. The clerk then, applying some advanced mathematics decides to buy the next $10 ticket and wins some money/breaks even/whatever. Then the next idiot comes in and buys 3 more losing tickets, rinse, repeat.... Show More

Why should there be an ethical issue? Doesn’t the money paid on scratch-offs go to the state anyways? If it goes to the state, it’s funding your community in some way. It’s called GAMBLING for a reason.... Show More
