The correct answer is B. Because Sarah is absent a great deal, she has a hard time keeping up; nevertheless, she is willing to work overtime. The semicolon here is used to separate two contrasting sentences, which is why it has to be used between them, in order to make a distinction between what she does and what she wants to do. You cannot place a semicolon just about anywhere - it has to be at the end of one independent clause and before another one.

B- this is because semicolons need to be placed between two separate clauses so each side of the semicolon should be able to stand as its own sentence

The correct answer is B. Because Sarah is absent a great deal, she has a hard time keeping up; nevertheless, she is willing to work overtime. The semi colon is used to break a sentence into smaller parts - and sentence B is the only option where that break seems natural. In other options, the semi colon breaks the sentence is weird and unnatural parts, which is why they are incorrect.

The sentence that has the correct placement of a semicolon is the second one - B. Because Sarah is absent a great deal, she has a hard time keeping up; nevertheless, she is willing to work overtime. It should be placed before the word nevertheless, because it adds new information to the sentence.
