The U.S. government, as set up by our founding fathers, is a three equal-branch government: Executive (President and his Cabinet); Legislative (the two-part Congress…both parts needed to be an equal branch); and the Judicial (Supreme Court is meant to interpret the Constitutionality of any legislations or laws).

States have rights, but those rights cannot displace federal laws (in the same way that minor children cannot declare parental authority irrelevant or obsolete).

Rational moderation (we each have rights so long as those rights do not infringe upon the rights of others) is the key principle for checks and balances at all levels. Although (B) is closest to the truth, the word “equal” has to be included—three EQUAL branches of government. But even this answer is incomplete because we are an “OF, BY, AND FOR THE PEOPLE” nation, so (C) is another feature of the checks and balances principle. The (A) answer is not correct—power is centralized at the federal level and the individual states are able to act independently, but always within the Constitutional guidelines as part of the Union.
