Actually there ‘were’ some Concentration Camps, or internment camps in those regions, thogh small in number. Can’t say about Hungary, but Italy & Romania were not under German control; they were allies of Nazi Germany. Italy was ruled by Fascists, & Romania by ‘Iron Guard’ . They had the ‘freedom’ to run their country as per their wish .

Concentration camps there were in Italy and other country. Like Fossoli, near Modena in Italy was a transit camp. I’m italian and these camps were intended for the “harvesting” and transport of the jews to the concentration camps in Germany and Poland to exterminate them with zylcrum-b.

This because the most of the jews lived in Germany, Poland and Soviet Union.
