In English the PSP has Hakuoki, Sweet Fuse (which isn’t out yet), and a Persona game or two. Those are pretty much the only English PSP games with otome elements. There are quite a few more English DS games with otome elements. You’ve got Harvest Moon games, Avalon Code, Princess Debut, Magician’s Quest, a few of the Imagine games, and some others. Visual Novels are games where you just make choices and answer questions. Although there are also VN Hybrids which have other game elements. But a pure Visual Novel is in fact just choosing between options. Otome games can be any kind of genre. It could be an RPG, or a stat raising game, or a puzzle game, or a simulation game, whatever. What makes an otome game an otome game is the ability to play as a female character and being able to romantically pursue male characters (and sometimes female characters). It is true that otome games are often Visual Novels since that style of game works well with pursing characters but Visual Novel and otome are terms that describe two different types of games. So if you want to play an otome game play one of the games I listed earlier. If you want to play a Visual Novel some of those otome games for the DS work but they are all hybrids. There are no pure VNs for the DS or 3DS. But here are some good VN hybrids that are not otome games: 9 hours, 9 Persons, 9 Doors, Zero Escape Virtue’s Last Reward, Lux Pain, the Ace Attorney series, Time Hollow, and Hotel Dusk: Room 215. Those are mostly puzzle and or mystery games. That type of game play as works well with VN elements. If you want to play a pure VN in English you can find some available for your computer. As for your other question, there are not many otome games coming out in English for the DS/3DS. This Summer Rune Factory 4 for the 3DS will come out and you can play as a girl and marry one of six guys in that game. And this is a stretch but there is also a 3DS game called Hometown Story that should be coming out this year or next year. There is very little info on the game but you can play as a male or female and during the most recent trailer it showed the male MC in a tux with one of the female villagers in a wedding gown so it is possible you will be able to get married in that game as well. But there is really no way to know for sure right now. It is very possible you won’t end up having such an option in the game. That’s really all I can think of....
