A writer could best revise this sentence to avoid overly formal language by choosing to end the sentence in a preposition. The fact is that if you added an adverb, you would make it more formal because the information adverbs have is not relevant to the understand the meaning of the sentence. They generally specify the manner in which something is done. What is more, the sentence is already active, so option D is dropped. As regards B ("switching from active voice to passive voice"), it can be said that choosing passive voice would also make sentence sound more formal. It is also not necessary to change the focus of sentence. That is, if you chose passive voice the focus wuold be changed to the D. O of the active sentence (the perfect shelf...). Therefore, your answer would be C. Ending sentences in a prepositon is usually known as phenomenon called preposition stranding or p-stranding.  These constructions are likely to be avoided in formal written language even though they are grammatically correct.

by choosing to end the sentence in a prepositionExplanation:Formal language can be seen with the use of "on which", changing the position of preposition "on" by moving it to the end of the sentence with the relative pronoun "which" omitted changes it to informal English."Mr. Richardson is shopping for the perfect shelf on which to display his bowling trophy."would change to"Mr. Richardson is shopping for the perfect shelf to display his bowling trophy on."
