If I do not obtain my permit before turning 18 in the state of New Jersey, will I still be required to wait six months to get my permit?

You’ll probably have to wait longer than that, actually.
The info you’re asking for isn’t just in the driver’s handbook, it’s in the first few pages of the first chapter of the handbook. It took me literally 20 seconds to find it. You’ll need to know the whole book in order to pass the written exam, and you haven’t even looked at the first few pages.

Read the NJ drivers manual dumbass. You’re supposed to study it so you can take the written test and all that information is in there.
