In the NFL, what does it mean to “simulate the snap count”?

I was watching Football Night in America earlier tonight, and they were showing a highlight of the Steelers-Titans game.The Titans attempted a field goal, but one of the Steelers players was flagged for "unsportsmanlike conduct" because he tried to simulate the snap count.What does that mean?
