Is 83 to 85 degrees considered hot or cold?

If you mean Fahrenheit, it is warm. Room temperature is around 70 – 72 degrees (about 21 Celsius). The human body temperature is about 98 – 99 degrees. Water freezes at 32.
If you mean 83 to 85 degrees, then it depends. That would be cold for coffee, or way past melting for ice cream. It would be pleasant for lounging around the swimming pool, but hot for ditch digging.
