b.An IRB has approved a waiver of the requirement for parental permissionExplanation:The IRB (Institutional Review Board) could waive the requirement for parental permission which falls under informed consent if it is determined that the research does not pose more than minimal risk, is approved by state and local government and it could not practicably be carried out without the waiver or approval.

The answer is B - An IRB has approved a waiver of the requirement for parental permissionExplanation:IRB is the Institutional Review Board , it is an ethics committee that protects the rights of human subjects used in research. As part of their ethics they require parental permission for minor subjects who are not old enough to make decisions themselves. However, they can require a waiver of the requirement of parental permission when the parents have been notified. The act of the IRB waiving parental permission can be acceptable when there is minimal risk involved in the research. A waiver means voluntary surrender of one's right.

Parental notification, in lieu of active parental permission, is allowed when an IRB has approved a waiver of the requirement for parental permission. IRB stands for Institutional Review Board. This board protects the rights and welfare of human subjects., assures that all applicable institutional policies and federal regulations related to research with human subjects are followed and reviews subject recruitment materials and strategies.
Parental notification, in Lieu of Active Parental Permission, is allowed when: the researchers anticipate a low response rate. Parental notification or parental consent is ruled in IRB.    EXPLANATION:  IRB stands from Institutional Review Board. This institution is also popularly known as IEC (an Independent Ethics Committee), REB (Research Ethics Board), or ERB (Ethical Review Board). IRB is like a committee who applies the ethics of the research by reviewing the research’s methods proposed to make sure that the methods are ethical. Boards of the IRB committee are people who are designated to reject, approve, review, monitor behavioral and biomedical research which includes humans. Boards of the committee will conduct risk-benefit analyses to determine whether research should be conducted or not.  As a committee with a task to ensure that proposes research’s methods are ethical or not, IRB’s purpose is to protect humans’ rights and welfare whenever they are included in a research study as the subjects. IRB has to make sure that certain steps in conducting a research study are taken so that human’s rights are not violated.  With the growth of the countries, many developing countries now have established local, regional, and national IRB to protect research’s ethical conduct concerning both national and international codes, norms, and regulations. In the USA, the FDA (Food and Drugs Administration) and Department of Health and Human Services empower IRB to require modifications in research, approve, or reject certain researches that violate human’s rights.  LEARN MORE:  If you’re interested in learning more about this topic, we recommend you to also take a look at the following questions:1.
