The statement which paraphrases the authors’ argument is:Women’s lack of political rights is the root of their troubles.In the above excerpt, the real cause of the suffrage of the women has been highlighted. The author tries to point out the root cause of the suffering of women which is not possessing a right to vote. Since women are so engaged in seeking their rights and freedoms in other sectors that the political right, which is the most important right is been neglected.

Explanation: Just to elaborate a little on the answer, it can be added that in this excerpt from the 19th book A History of Women’s Suffrage the authors are arguing that women had been taking an incorrect approach when attempting at putting an end to the way they had been socially and politically treated. Instead of identifying that by not being allowed to make laws that acknowledged and protected their rights they were experiencing all those "wrongs and oppressions," they simply kept complaining and asking society to correct those grievances.
