You can't buy them from vendors.They can usually be found on the Auction House however as they are needed by mages for slow fall. Or you can farm them from the creatures shown on thotbot, they have a good drop rate and it shouldn't take more then 10 minutes.

None. They drop from birds in the world or buy them from AH. But it's easier just buy the Glyph of slow fall which makes it require no light feather to use.
