No -the song is ‘What’s Up?’ and was by 4 Non Blonds a band fronted by top songwriter Linda Perry (who writes for Pink & Christina Aguilera), cracking song though!!

It was four non blondes – I pretty sure one of them is still a songwriter and has written a few hits for people in the past few years although four non blondes were one hit wonders.
You may be confusing this with the version of Marvin Gaye’s “What’s Going on” that was recorded by Nelly, Christine Aguilera and others
What’s Going On was by Four Non-Blondes, but she does yell in her songs every now and then.
