Your answer should be "that withstands winter winds". Adjective clauses can always be removed from a sentence, and leave a complete sentence behind. They also usually follow the noun they modify. In this case, the clause is modifying tree. Adjective clauses also usually start with certain words, and "that" is one of the starter words. I hope this helps!

"that withstands winter winds" is the adjective clause. Not only is it describing the tree, but it is a dependent clause as well, with S-V relation. (that withstands) since   "The tree is strengthened." is an independent clause, it is easy to pull out the clause to make ^^^ happen
