This statement is an example of a D. personification. Personification is a figure of speech in which innanimate objects get the characteristics of animate, usually human beings. So, here, the sky "has wept tears" which is obviously something the sky cannot do - the personification here is used to say that it's raining, but in a more poetic way.

This statement is an example of C. personification. Personification is a figure of speech where non-human organisms or objects are given human qualities. So here, you can see that the author is writing how the sky is weeping tears, which is not something the sky can do, but humans can. It isn't a simile, because that is a comparison using words such as like or as. An allusion is a reference to something outside the text. Technical nonfiction is just a genre.
