I believe the answer is (c), but I am not entirely sure.

Edit: you were right it is carbon you put in the middle doing so results in all the atoms having zero formal charge. And it must be double bonded.
Also the resulting molecular shape is trigonal planar

there are only 2 electrons in the first shell. The second shell can hold a maximum of 8. If oxygen has 8 electrons; 2 must be in the first shell. that only leaves 6 more for the second shell. thus 6 valence electrons.
