A 10^(-1) dilution means to dilute 1 in 10 [or equally, 1:9 (means 1 to 9 or 1 plus 9)].

That is, take 1 part of broth and add 9 parts of diluent.

Another way of saying, is take 1 part of broth and make it up to 10 parts with diluent.

This is the same as taking 1 mL of broth and adding 9 mL of diluent.

For the whole culture, use the 2.0 mL of broth and add 18.0 mL of diluent.

Because you are dealing with the ratio, 1:9, you can multiply both or divide both,

by the same number, and thereby end up with the same ratio.
