It simply means that you need to pay the correct postage to send your mail items.
According to USPS, customers are solely responsible for placing the proper postage to obtain a receipt for correspondence being filed in the Office.
Mail items that are underpaid are subject to surcharges and may be delayed. The post office can hold items for additional postage.
