It means Countess Navigato asks for eternal peace.

The phrase is found in Edgar Lee Masters' Spoon River Anthology—a book of 244 poems spoken by the deceased residents of Spoon River (a rural area in Illinois) from their graves on "the hill".

The cemetery, referred to as "the hill" in the first poem of the Spoon River Anthology, is said to be the fictional counterpart of Oak Hill Cemetery in Lewistown.

However, not all the deceased residents of Spoon River speak from the local cemetery. One of the Spoon River natives, Dora Williams, where you will read the line “Contessa Navigato Implora eterna quiete”, speaks from a grave near Genoa, Italy.
