To go from a lower energy level to a higher one, as in 2) where the elctron goes from n=2 to n=4, requires ABSORPTION of energy. When the electron falls from a higher energy level to a lower one, as in 1) and 3), it EMITS energy in the form of light.

The numbers depend on how far the electron is from the nucleus. The bigger the number the further away the electron. Electrons are attracted to the nucleus so energy would be needed to move from a low (near nucleus) to high number shell. So if shell number gets bigger energy goes in and the electron Absorbs energy.
