What does it mean when you say a person’s hair is like duck fluff?

I came across the term "duck fluff hair" in "To Kill a Mockingbird," specifically in reference to the characters Dill and Boo. I’m curious about what this description entails. What does "duck fluff hair" actually look like? I didn’t notice any unusual characteristics of their hair in the movie, so I'm still unclear about what Harper Lee meant by this comparison. Could someone clarify the imagery or qualities associated with "duck fluff hair"?

it is referring to the downy that covers a young, baby duck. which is very soft and fluffy!

It means that their hair looks and/or feels very soft and fluffy.
