What does within 10 days mean exactly?

I got this mail on the 26th of July & they said I had to make a payment within 10 days, what day would the deadline be?

You got the mail on 26th July. That means before or by 5th August (as July have 31 days on 2013) anyhow you will have to make the payment.... Show More

does it say 10 days of receipt of the letter or is it 10 days from they day they wrote itif you received it on July 26 but they wrote it on July 24, then you probably need to have the payment made by August 3 (today)... Show More
