There were several commitment of the framers in the Constitution that was ratified in 1788. The biggest was the principle of limited government. Another was their commitment to bicameralism. Since only one is listed here, I am going with D, changing the national legislative system.

In setting distinct limits on government's power, the Framers Constitution of the U.S as ratified in 1788 hoped to prevent the government from achieving the same level of power that the British monarchy had and does not allow for the U.S government to be involved in all affairs, they are limited by constitution and powers invested in other institutions.
