The formula for maximum distance is
X = (V^2 / g) sin (2 theta)
8 = (V^2 / 9.8) sin (2 19)
8 = (V^2 / 9.0) * sin(38)
8 = (V^2 / 9.8) * 0.616
v^2 = (8 / 0.616) * 9.8
V^2 = 127.27
v = 11.28 meters/sec (takeoff speed)
The horizontal speed is Shor = Takeoff Speed Cos(19) = 11.28 0.94551 = 10.667 meters / sec
