Do you usually buy other products from the cake decorating aisle with food stamps? Like extracts or frosting mixes? If those work with food stamps, then fondant should too.
Wilton's fondant doesn't taste good and is expensive, and it's all you're going to find at a store that accepts food stamps. You would be better off making your own fondant, it's cheaper and you can definitely get the ingredients. The recipe that I use takes 2 lbs powdered sugar and 1 lb marshmallows.
