meaning of the expression “I can see the wheels turning”?

What does the expression “I can see the wheels turning” mean? I understand it to describe noticing that someone is deeply engaged in thought, carefully considering or analyzing something. For example, “When I asked her to marry me, I could see the wheels turning.”

The expression means that someone is deep in thought! Just like “get the ball rolling” means to start something! ?

You know how car wheels spin in the snow but you don’t go anyplace? It’s like that. It means you’re doing a lot of work but not getting any results. Like explaining something to a stupid person who just doesn’t get it. .

You are correct.

Further, it’s like saying, “I understand the process”, in this case, understanding that the thinking process is engaged (so to speak!).
