I don’t think there’s a literal English translation but it’s like saying "you’re a pain in the a**".
the expression is used to say something like:
You are a pain in the *** ("chingas" does not mean necesarely f.ck…) it rather means something offensive, it is used as a vulgar expression.
It is not to be used in a normal or formal conversation. If you use it, you will offend the person you are talking to.
you use it when a person is being annoying or won’t stop asking something and/or is bothering you. it’s kind of like when you tell a person they’re being really annoying. BUT IT IS RUDE and i don’t suggest you go around saying it to everybody, you would probably have to say como enfadas or como molestas

IT DEPENDS HOW YOU DIRECTED TO A PERSON. IT DOESNT NECESSARY MEAN “PAIN I THE A**) IT CAN ALSO MEAN “YOU ARE ANNOYING ME” “YOU ARE BOTHERING ME” ETC. IF YOU ARE BEING RUDE YOU THE PERSON THEN MAIBE THE FIRST CHOICE OF WORDS MIGHT FIT BUT IF YO ARE JOKING AROUND OR AMONG FRIENDS CHINGAR CAN MEAN OTHER.
