What does Contingent Permanent mean?

I recently received a letter regarding a potential position as a correctional officer. The letter provides two options: one box is labeled "Permanent" and the other "Contingent Permanent." I am interested in a full-time role, so I am wondering if I should select only the box that says "Permanent." When I contacted HR, they advised me to check both "Permanent" and "Contingent Permanent." However, I am unclear about what "Contingent Permanent" means. Could someone please clarify this for me?

Contingent means “subject to chance” or ” occurring only if certain circumstances are the case”, so I’m guessing it means “do you want to be permanent if the chance arose?”

I would do what their HR department ask and tick BOTH boxes.
