I believe the answer is: 1. a paraphrase of the main ideas in "A Modest Proposal"in this part of the summary, we create a similar wording of the main ideas that we read from the modest proposal ( could be close to the original content, but make sure that it is not too close to avoid plagiarism)3. an explanation of the meaning and purpose of the satire ( in this process, we make an effort to interpret the writer's intent and sense of humour into the summary)5. some quotations that serve as evidence of Swift's ideas( This is made to back our interpretation that we make in the step 3)

Jonathan Swift's "A Modest Proposal" provides a decadent condition of the poor Irish population. A complete and effective summary of the satire should include a paraphrase of the main ideas in the fictional pamphlet. An explanation of the meaning and purpose of the satire is important. And some quotations that serve as evidence of Swift's ideas are going to demonstrate research on the topic.

An effective summary for "A Modest Proposal" includes a paraphrase of the main ideas in the story; and some quotations that serve as evidences of Swift's ideas. A good summary consists of a short description of the story and its ideas without small details that can make it very long. It composes the basic ideas and events that happened in the story
