What does "commissionable rate" mean when booking a hotel? Should I ask for anything specific at check-in to ensure I receive the benefits of this rate?

A commissionable rate is a term for a travel agent. When a travel agent books most hotel rooms, the hotel pays the travel agent a commission, usually 10%.
However, when a travel agent books some highly discounted rates then the hotel does not pay the agent a commission. In these cases the travel agent just charges the client a rate that is slightly higher than the rate they are paying the hotel.
So those rates which your travel agent will get commission are called commissionable rates. It's not anything that travellers need to worry themselves with.

Commissionable rate simply means that if the rate was booked by a travel agent/booking company, etc then that rate is one that pays a commision to the agent/agency.
Some rates are so discounted, or part of an otherwise negotiated package (conventions, etc) that they do not pay an agent/agency any commission for booking those deals (which aren't available in the majority of cases outside of the convention, etc that negotiated it)

Many times, business travelers have certain discounts available to them, through their company or association. Also, hotels have conferences, and it may be a way of asking if you are going to be joining a group. They also, like to room "lesiure" travellers, away from groups or business travellers, to avoid noise complaints. Also it helps with the demographics of the hotel's advertizing, and staffing.
That has to do with travel agents. I'm thinking, if you don't know what it means, then you don't qualify. More likely they would be asking YOU for something rather than the other way around.
