What is a PBA Shield Blackout Month?
My brother is a police officer in New Jersey, and I've been borrowing his car. He mentioned that I need to remove his PBA shield from the vehicle because November is a shield blackout month. I'm not sure what he means by that or why it's important. I can't ask him for clarification because he might tease me for not knowing. Can someone explain what a PBA Shield Blackout Month is and why it's significant?

During a blackout those who are not cops do not know they should not be displayed (if you tell your brother you put the date info on Yahoo for all the idiots to read I’m pretty sure he wil get real mad). IN my state any car displaying during a blackout may be stopped. Do not know about NJ or actually the PBA. We have a different union.
My state has a law about Display. Not a cop and displaying, you can be arrested for a misdemeanor. The union signs complaints.
It is an officer safety issue. Off duty cops back up on duty. With a glance the on duty can see if the guy stopping is a nut or a cop trying to help.
The regular blackout times help get the non cops from displaying the official union member tag.

As an officer in my area we have drunk college kids from other states who pull them out and waive them around usually after they have been arrested for DUI and expect it to help. In our area we don’t use the cards-most of the officers simply have something from the FOP on their vehicle and the buy FOP stickers for a couple family members and that’s it. I don’t mind cutting someone a break but on minor traffic offenes…I don’t necessairly give the card or any stickers any more speical considerations than I do to a person who is respectful and honest. Respect and honesty goes a long way when interacting with a police officer. As far as presenting the card to the officer, I agree with the last guy. Throw it in with your registration and insurance but don’t be offended if the officer doesn’t accept it.
