In the context of resigning from a job, is a two weeks' notice equivalent to 14 days or 10 business days? Additionally, what should a resignation letter include? Is it necessary to state the reason for your departure?

It's two business weeks, so if you hand in your notice tomorrow you would have to work up to and including Wednesday 6 August.
A resignation letter is basically like a receipt of you handing your notice in and serves as proof that you have given notice on such and such a date. Definitely worth doing to protect yourself.
On this basis keep it really short though with a pleasantry about your time with the employer as the closing line.

A typical two-week notice is considered 10 working days. As for what should a resignation leeter look like...make it short and sweet. Do not spend too much time as to why or what reasons you are leaving. You may want to say that the time you spent at or with the company was valuable and the experience gained will benefit you for your next employment. Putting down personal reasons as to why someone is resigning will make you sound bitter. Even if you are bitter, do not express it. Remain professional throughout the ordeal.
Two weeks notice is two calendar weeks, whether you work one day per week or seven days per week. It is good to include the reason if it is not a bad one. Good reason: relocating, found a position with more opportunity for advancement, found a position which pays considerably more. Bad reason: bad boss, bad working conditions, harassment, etc.

Never give a reason. ie more pay, will kill the receptionist if you stay, boss is a slacker...
Make sure that when a potential employeer calls, that you are on the REHIRE STATUS.
